Besides the finance programmes PHARE and SAPARD, a supplementary support is granted by the European Union through the financial instrument ISPA, managed by the European Commission. ISPA covers the fields of environmental protection and infrastructure transportation.
The assigned funds managed by the European Union through the ISPA programme have been addressed to the following countries from Central and Eastern Europe: Romania and Bulgaria (state members of European Union since January the 1st 2007) and Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia (state members of European Union since 1st of May 2004).
The rate of community assistance granted by ISPA is fixed in most of the cases at 75% from the total costs of eligible expenses (taxes and land acquisition included) that are assigned to the public institutions for the achievement of the given project.
The ISPA funds cannot be combined with any other pre- accession instruments.
