It is a financial instrument for not repayable funds, coordinated by The European Commission by which the European Union grants financial support to the applicant countries in order to achieve specific measurements in accordance with the community aquis.
The instrument for structural politics for pre-accession (ISPA) has been created by the Directive no. 1267/99 from 21st of June 1999, with the purpose to co-finance large scale infrastructure projects in line with the transportation and environmental quality fields.
